YouTube monetization

YouTube announced a pretty significant shift in their monetization policies.  From now on, a channel will need to accumulate 10,000 total views before its videos can be monetized, and YouTube will also review the channel to make sure it's abiding by company policies.  Here's the story from TheVerge:

I wonder if this will discourage the people who routinely uploaded bootleg clips from shows like Saturday Night Live or Last Week Tonight.
